SCOPE AND MISSION
OF THE COMMITTEE
The emphasis of the committee is on policy
analysis, evaluation, and planning as related to alternative transportation fuels.
Activities focus on the institutional, behavioral, environmental, and broad
technological aspects of the introduction of alternative fuels.
In keeping with this scope, the committee
will conduct research that supports the development of policies—taxes,
regulations, and/or information dissemination—that will increase the rate
of market penetration of alternative fuels, determined through committee
research efforts to be meritorious vs. petroleum fuels on a full social cost
basis (i.e., direct cost, environmental cost or benefit, and energy security
cost or benefit). The committee should endeavor to contribute to the
achievement of the market penetration goals of the Energy Policy Act (EPACT) of
1992 with respect to alternative and replacement fuels for light duty vehicles,
as appropriate. However, though light duty vehicles are a primary focus, the
committee will also consider heavy duty vehicles, rail, and air transportation,
which are not covered by EPACT.
Researchers with work falling within the scope of the Alternative Fuels
Committee are invited to submit papers to TRB
which they wish to have considered for presentation at the Annual Meeting.

Summer Conferences Organized by the Committee
The committee co-organizes jointly with the TRB
Transportation Energy Committee every other summer a series of Asilomar Conferences on Transportation Energy Issues.

In August of 1998 the committee co-sponsored
the workshop "Air Quality Impacts of Conventional and Alternative Fuel
Vehicles" jointly with the TRB
Transportation and Air Quality Cmmittee. Most of the papers presented can be

Millennium Paper
To mark the approach of the new millennium, each of the TRB's
